The management structure of post service in Russia in 1991-2010

At the beginning of the 1990s the situation in Russia was quite tense: the collapse of the Soviet Union, the economic instability, the change of the political system and the creation of a new Russian state. Under these conditions, the existing models of organizations' management structure were revised. The structure of the postal service throughout the 1991-2010 was modified, there were two main stages: 1) 1991-2002: the decentralization of the postal system and the creation of separate departments of the federal postal service in the Russian Federation regions; 2) 2002-2010: the restructuring of the postal service and the creation of the united Post Service - Federal State Unitary Enterprise (FSUE) "Russian Post". At the first stage, the communication sphere has been divided into independent organizations - postal service, radio, radio and television broadcasting, and other types of telecommunications. As a result, 85 independent departments of federal postal service organized on a territorial basis were established. However, management changes of postal service did not provide a stable work. Reduction of income and decrease of demand led to a crisis of postal service. Thus, the postal service in 1991-2002, both in Russia and in its regions, was characterized as an unstable communication system. At the beginning of the 2000s the postal management structure became inefficient and needed transformation. At the second stage, the existing postal management structure was revised. The centralized management structure with a combination of geographic and functional structures was selected for the Russian Post Service. In 2002 the FSUE Russian Post was created and the process of uniting the federal postal service departments began, ending in 2010. As a result of the restructuring of the postal management structure the quality of services and the income increased. The process of post offices centralization created a united postal network providing guaranteed services throughout the country. Thus, the management structure of the postal service throughout the 1991-2010 changed twice. The decentralized system of the 1990s was forced. The subdividing had a negative impact on the efficiency of the postal sphere. At the beginning of the 2000s the management system of the postal service was revised. The governing body returned to the centralized system of the postal network, putting forward the goals of increasing the quality of services and profitability of post offices.
