The legal basis of militia activity in protection of public order in Altai (1945-1953)

Maintaining order in Altai was a priority for the entire state apparatus, but Altai militia had the main load for its implementation. A lot of laws and regulations acted in the postwar period. They aimed at prevention of antisocial manifestations, organization of militia service and recruitment of working people for the protection of public order in Altai in 1945-1953. Legislators paid special attention to fight against hooliganism and manufacture of homebrew, social isolation of vagrants and beggars, control over compliance with road traffic rules, checking the passport regime. The legal basis for the militia activities of the protection of public order in Altai was the RSFSR Constitution of 1936, the RSFSR Criminal Code of 1926, Decrees of the Supreme Soviet of the USSR, the Regulation of the worker-peasant militia 1931, the Resolution of the Council of People's Commissars (from 1946 the USSR Council of Ministers), departmental orders and regulations of local authorities. The penal policy of the Soviet state against hooliganism manifestations increased in the postwar period. Employees of law enforcement bodies in the fight against hooligans acted in accordance with the RSFSR Criminal Code of 1926. The special resolution of the CEC and CPC of the USSR dated March 29, 1935 "On measures to combat hooliganism" detailed struggle against hooliganism. Militia undertook various activities to isolate many poor people prone to anti-social behavior. Significant toughening of fight against manufacture of homebrew occurred after the adoption of the Decree of 7 April 1948 "On the responsibility for the vodka production and sale", it tightened criminal liability for this act. The legal basis of the State Automobile Inspectorate officers' activities was the Order of the Ministry of Internal Affairs of the USSR No. 0742 of 03 December 1948, the Instruction "On the supervision of the movement of transport and pedestrians", the Order of the USSR Ministry of State Security No. 190 dated 01 April 1952 and the "Instruction on accounting of traffic accidents". Altai district police officers made their contribution to ensuring public order. The Militia Statement was issued in the USSR Interior Ministry on February 14, 1946, No. 33 to strengthen the fight against crime and protection of public order in rural areas and use rural activists in this fight.
