The symbiosis of education, science and production (a case-study of Tomsk scientific and educational complex)

The article is devoted to one of the topical issues of our time: integration of education, science and production, since the activity of states in this direction depends on their future competitiveness in the global economic market. The author proves the possibility and efficiency of policy symbiosis of science, education and production in a globalized world. To achieve these goals, the author uses a comparative historical analysis of national and international forms of integration of science, education and production. Currently, when developed countries activate integration processes that provide synergetic effects by coordinating the efforts of state and business, science and industry, science and education, the main competitive advantages of the Russian scientific-educational sphere cannot be realised to its full extent. In the article it is proved that the successful modernization of the Russian national system of education will be largely determined by its active position in the process of integration of locally functioning educational institutions in the scientific-educational or educational-scientific-production complexes. In such complexes, the use of innovative capacity and participation of business and government at the regional and municipal levels is assumed. The paper highlights the main directions and trends of the contemporary process of integration of education, science and production: a global information environment, continuous education, training and human order, a unified educational space, using different ways and methods of training. It is shown that symbiosis takes place at various levels: inter-agency, regional and national. The main forms of interaction between science, education and production are: cooperative research centers, engineering research centers, research and production complexes, R&D centers, the "plant-university" system, training-scientific-production complexes and associations, branches and basic departments, technopolises and technoparks. The article is based on the study of educational activities of two national research universities: Tomsk State and Tomsk Polytechnic universities, which are central integration platforms for Tomsk scientific and educational complex. The main directions of their work were identified for the improvement of educational activities aimed at intensification of the efforts of science, education and production to advance the competitiveness of Russian innovative technologies. It is noted that the Tomsk model of integration of education, science and production at the present stage of its development demonstrates real benefits for the economic development of Tomsk Oblast. It is proved that international integration of science, education and production is the most important, as for the modern world a unified educational space, close collaboration in the development of common educational programs and methods of training, joint scientific work of specialists from various universities and organizations and active implementation of scientific projects into production is typical.
