Socio-economic factors contributing to crimes against persons committed in a state of intoxication in Siberia
The main socio-economic factors of crimes against persons committed in a state of intoxication in many regions of Siberia today are layers of a "sick" society infected with immorality, spiritual emptiness, social degradation, demoralization of the population due to the current negative stoical conditions. Of particular concern are issues such as inflation, low purchasing power of the population, illegal migration in Russia, income inequality, unemployment and low wages, dissatisfaction with one's social status, lack of personal perspectives, social conflicts, disorder in life, crisis of morality, a high level of influence of the criminal subculture and the involvement in and genetic predisposition to alcohol and drug consumption, as well as defects in family, school and leisure education. There is also a growing materialization of social relations, mainly expressed in the upbringing of an egoistic person, in the lack of assistance from the social environment. The main cause of violent behavior is still problems in the family, as well as poor living conditions, lack of proper social control, drunkenness and drug addiction, homelessness, failures and mistakes in choosing a profession, disappointment in life, difficulties in school, at work, in the service. Stable are a high proportion of persons suffering from alcoholism and drug addiction, a high level of criminal trafficking of alcoholic beverages, a huge consumption of alcohol and drugs, which does not allow to fully ensure effective prevention of crimes committed in a state of intoxication. Until now, there is no developed system of social prevention of alcoholism and drug abuse, which consists in a complex of measures to rehabilitate and socially reintegrate persons suffering from alcoholism and drug addiction. In many regions of the Russian Federation there are no, or few, implemented regional programs aimed at reducing alcohol consumption, at alcoholism prevention in each particular region in accordance with its own specifics and with the activities in the education and health sectors.
