Premises of the formation of the concept of comprehensive national security of Japan
The article aims to identify and review the basic premises of formation of the concept "comprehensive national security" of Japan. The main objective of this study is deepening the understanding of the concept above by analyzing the reasons which have influenced its creation. The author examines the foreign policy issues in the context of the overall international environment and the political situation in Japan. The article analyzes the series of phenomena, both within the State and in the rest of the world, results of which led to abrupt changes of existing ideas about the meaning of national security. When describing the external causes, the author noted that a significant impact on the elaboration of foreign policy concepts was made by the change in the correlation of forces on the international scene, which caused detriment in the capitalistic system, and that process did not suit Japan. The article also shows the influence of the US on formation of the new doctrine, through review and analysis of certain spheres of the Japan-US bilateral relations and their specificity. In addition to the external factors that influenced the paradigm shift in the Japanese foreign policy, the article referred to a number of phenomena in the internal policy of the state, which the author also attributes to the list of reasons for the appearance of the concept "comprehensive national security". In the article, these phenomena are characterized by the emergence of representatives of various politological streams in the ruling Liberal Democratic Party of Japan at the boundary of the 1970s and 1980s. The desire of the given groups to change methods and principles of ensuring national security of the country is shown and considered. In other words, the author revealed that the concept "national interests" was replaced with ideas of linking the interests of Japan to the global security of the entire world capitalist system. In addition, the article identifies a number of factors that caused the change in the foreign policy of Japan in the early 1980s. This change forced Japan to eventually refuse from the previous position of "waiting and meditation" and move on to the active support of the United States on the basis of uniting the three centers of capitalism and participation in the global counteraction to the world socialist system. According to the author, these factors are: reducing the gap in the macroeconomic indicators between the US and Japan, going along with the rise of nationalism in the country, greater impact of external economic factors on the condition of the Japanese economy, as well as doubts about abilities of the US to guarantee a balance of power in the world that is acceptable to the West.
