The Russian Orthodox church and the legislative policy of autocracy in Tobolsk Diocesan Gazette in the late 19th - early 20th centuries

The aim of the study is the analysis of the leading organ of the Tobolsk Diocese - Tobolsk Diocesan Gazette (Tobol'skie eparkhial'nye vedomosti). The content of published materials on the legislative policy of the government in the field of management, public life, education and other spheres of life in the late 19th - early 20th centuries. Emphasis is placed on the everyday moments of life that constituted the essence of the existence of urban and rural population. In the scientific literature this problem is not widespread, many questions concerning the interaction of the Russian Orthodox Church and the state authorities in the areas of legislation, including the publication of normative legal acts on the pages of the authorities of the Orthodox clergy have not been studied. The analysis of the topics is based on materials of a separate regional (diocesan) edition, which makes it undoubtedly relevant. This perspective allows to identify features typical for other media as well as specific characteristics of an edition of a distant region of Russia. The study is based on the principles of historical knowledge: historicism, comprehensiveness, objectivity and scientific validity. The systematic approach in this study is used when examining the structure of publishing legal materials in the edition as a single network in the framework of the studied subject. The complexity of the studied object, which does not allow to conduct the study only within historical science, determines the use of the interdisciplinary approach, developments in sociology, political science, demography, cultural studies and other disciplines. The local approach is used to identify the print edition in the imperial space, to determine its characteristics and specify it in all regional mass media. The structural-functional approach allows to identify the object of study as a separate phenomenon with its specific characteristics. The problem-chronological approach reflects the change in the components of the object in the historical dynamics under the influence of changing environmental conditions. The method of peri-odization (diachronic) is used to detect object changes in time in establishing the conditions and moments of its transformation. Processing the quantitative data also required the use of statistical methods. During the study of the topic it is planned to identify the related regulations and materials published in the newspaper to reveal the attitude of the clergy of Tobolsk Province to autocracy, to see legal measures and to track changes in the legislation in the period of the transformation of society and a major overhaul of patriarchal foundations.
