Imperial state policy in Asian Russia: transformation of forms in management
The article considers the process of change taking place in the system of local government administration in Siberia when it was joined to the common space of the Imperial Russian Empire and Siberian administration to the administration of institutions established in the central provinces of Russia. Based on historical events and proved by historical documents, the author described the inevitability of the transformations of the methods and forms of supreme imperial power management in Siberia, on the local state level. The author showed the efforts on the implementation of the imperial local state policy on the provincial level and proved the effectiveness of the achieved results in the local state body system of Siberia as a district territory of the Russian Empire. The same local state body system was adopted in South Caucasus, Kirghizia, Bessarabia. The implementation efforts were made during the 80-year process to include Siberia into the common Russian imperial space. The author determined several periods during his work with documents in the Russian State Historical Archive. The first period started on 26 January 1822 and finished on 17 December 1837. The second period started on 17 December 1837 and finished on 12 June 1867. The third period started on 12 June 1867 and finished on 02 June 1898. The forth period started on 02 June 1898 and finished in February 1917. Every period had its characteristic features. Mutual correspondence between local state bodies in local state management system and district authorities in provincial public management system provided the inclusion of persons of provincial aristocrats into imperial local state management system of the imperial state. Such methods and forms in the imperial state management proved the importance and efficiency of the steps of the imperial supreme power in the imperial home policy. These transformations in the supreme imperial power policy in Siberia were implemented during a long period by active power efforts to include Siberia into the common Russian imperial space and Siberian local state management into the imperial state management system of the Russian Empire.
