Administrative supervision of the implementation of binding resolutions in the context of everyday life studies (on materials of the Kurgan District in 1923-1930)
The article examines the problems and mechanisms of administrative supervision over the implementation of binding resolutions as a reflection of the daily life of the population. Binding resolutions were a normative-legal instrument for the formation of values and traditions of the Soviet way of life among the population, beautification of settlements and combating violations of public order. The aim of the article is to show how binding resolutions were implemented in everyday practice, consequently, how they influenced the everyday existence of each resident, what this influence was, how significant and effective it was. The study was conducted on the materials of the Kurgan District of the Ural region in 1923-1930. The sources were first introduced into scientific circulation. They are documents of the Administrative Department of the Kurgan District Executive Committee, stored in the State Archive of Kurgan Oblast. These are legal and office documents. Documents of the Kurgan District Executive Committee, the Kurgan City Council and the materials of the newspaper Krasny Kurgan were also used. The main research method was the source study method. It allowed to expand the information potential of the listed documents, namely, to find a reflection of the everyday life of the population in them. A historical-systemic method helped to show the relationship and interdependence of various aspects of everyday life and the social policy of the authorities. In the study, the activities of the Administrative Department of the Kurgan District were analyzed, the difficulties in administrative supervision and their causes were identified. This information was assessed in the context of everyday life. The Kurgan District Administrative Department, which became an integral part of the Soviet militia system, was entrusted with broad powers to administratively regulate public relations in the district. The most problematic directions of administrative supervision were the introduction of sanitary rules and ensuring of public safety. Documents record the growth of drunkenness and hooliganism among the population, despite the application of measures of influence, among which the main were sanctions (fines and forced labor). The difficulties of administrative supervision were related to staffing problems, a low level of culture and a strong commitment of the population to established behavioral stereotypes. Analysis of sources allowed the author to come to a conclusion that the everyday space surrounding people was not comfortable and unsafe; the habits of the population changed slowly. The considered documents allow reconstructing the social portrait of the violator of binding resolutions more credibly. One of the features of these documents as sources is the reflection of the deviant behavior of the population as an aspect of everyday life.
