The history of the formation and development of institutions for the training of police officers (militia) (on the example of Zabaykalsky Krai)
The author draws attention to the problem of personnel employment for public authorities. For many centuries, to solve the personnel problem purposeful steps to develop and improve educational institutions were made. The aim of the article is to summarize the historical experience of the establishment of institutions for the training of police officers. The author selected documents testifying to the importance of the vocational training of people first time employed by the police (militia). The periods of reforming the institutions for the training of law-enforcement officers are conventionally determined: the reign of Peter I, the establishment of the Soviet militia, the revival of the modern police. It is noted that the formation of the police at each stage of the development of law enforcement agencies received significant attention. The article presents the experience of establishing regional specialized institutions engaged in the training of police (militia) officers. The author studied the issue of organizing special training of officers first employed in bodies of internal affairs while serving in the Training Center of the Department of Internal Affairs of Zabaikalsky Krai and then in the vocational training center of the Department of Internal Affairs of Zabaikalsky Krai. It is determined that the establishment of training courses, the opening of schools and training facilities contributed to the development of public service as a professional core of the Russian state. The study of the historical experience of the establishment of institutions for training police (militia) staff leads to a conclusion that in the process of educational reforms reforms of law enforcement bodies should maintain continuity in the professional (initial) training of young police officers. Changes in the status of the institution, the adjustment of training programs for the police (militia), in the author's opinion, did not make any significant alterations in the development of the police (militia) service. The author believes that regardless of the name of the training process (initial, special, professional), the purpose of training is the same: to provide staff for the units of the Ministry of Internal Affairs of the Russian Federation with the basic theoretical and practical knowledge, skills necessary for their activities and professional duties performance. A problem in the study of this issue is the selection of candidates for positions in the police. The results of a survey conducted with the staff first employed by the police will be reflected in the next article.
