Tactical and forensic problems of investigation of multi-incident criminal activities by a crime scene investigation group

The subject of this article is the problem of investigation of multi-incident criminal cases which are complex in a forensic way. The relevance of this problem, which is expressed in the aims of this article, is determined by the necessity to search for effective forms and methods of organizing investigation of crimes which are multi-incident criminal acts, and by the unsatisfactory condition of some elaborated statements. These statements include questions of investigative situations that emerge when investigating multi-incident crimes by crime scene investigation groups, procedures and programming of search and cognitive activities they use, and others. Within this framework it is necessary to talk about some associated methodological statements the evolved consideration of investigation problems of so-called multi-incident criminal cases by a crime scene investigation group must be based on. In particular, these statements determine the use of the methods of analysis and synthesis, modeling and system approach. Primarily, it is necessary to distinguish multi-incidence of criminal activity carried out by one person and multi-incidence of criminal activity carried out by a group of persons in collusion, an organized group or a criminal community. This difference is revealed in the dissimilarity of typical investigative situations, tactical and forensic problems and solutions. Another methodological principle is a statement on the forensic complexity of investigation which predetermines the necessity of creating a crime investigation group and its activities on the whole. Finally, a methodological statement for the solution of the mentioned problem is a statement on tactical and forensic problems which, in the context of strategic aims of investigation, show the main directions of a crime scene investigation group's activity. The classification of tactical and forensic problems given in this work allows to structure the organization of investigation of multi-incident criminal activities, to consider the importance of setting objectives and solving enforcement tactical fornsic problems. In the tactical context, planning and carrying out the activities of a crime scene investigation group must consider the necessity of a constant and gradual concentration of tactical potential used during investigative actions and search activities. In this article the author gives variants of directions of activities of a crime scene investigation group in order to increase tactical potential depending on the number of persons committing a crime. Besides, the author considers the question of tactical and forensic tools of investigation and compares activities of an investigative group and a crime scene investigation group based on criminalistics.
