Design and the state: interaction spaces

The study aims to review the programs of the state support of design in the world, to search for ideas of the place and the role of design in society, to see future development of design and design education in Russia. The practical value of the study consists in the analysis of design as one of the trivial small business fields with almost no support from the state. The history of the state support of design in the world and in the USSR is studied. The publication is first in a series of article about design in Russia for the professional community. In the first part of the article, the relevance of the research topic, its aims and objectives are stated, the main points are identified. In the second part, the current state of the subject field is described. In the third part, the example of the state support of design in the UK is considered from the formation of the Council of Industrial Design (CoID) back in 1944 till the present. In the fourth part, examples of the state support of in other foreign countries are given. In the fifth part of the article, the current situation in Russia, as well as the USSR experience in the state support of design in the 1960s-1980s, is described. This part is closely associated with the history of the All-Russian Research Institute of Technical Aesthetics (VNIITE). The key directions in the system are described in detail: the scientific-theoretical and methodological bases of design; the state inspection of industrial products quality; the Higher Education Minister's Decorative & Applied Arts Artists and Designers Training Act No. 506 of July 6, 1962; the active popularization of the state support of design. In the final part of the article, the current status of design in Russia is briefly characterized, the prospects of its full-fledged development environment are described. Also, the experience of relations between the government and design in different countries is summarized to make a conclusion about the method which is necessary for a comprehensive development of design in Russia.
