Theoretical and practical aspects of the scientometric research of educational research activity

This article is devoted to the problem of the formation of the important resources of scientific potential of the education system. Among them, the author distinguishes a scientific and information resource as a direct product of intellectual activity (new knowledge, ideas, etc.), and a personnel resource, part of the pedagogical community with an ability to create this product. As the condition of these resources is determined by educational research activity, coordination of their development is possible with the use of a system of objective scientific knowledge of it results. The aim of the study was the substantiation of the theoretical and methodological approach and development of the research and methodological support of a scientometric research of results of educational research activity. To achieve this aim, the following objectives were accomplished: the research and methodological concepts of the development of scientific potential resources were grounded; the scientometric apparatus for the study of retrospective multiparame-ter information was developed; structural and quantitative models for the development of scientific and information and personnel resources were created. The research was based on the principles, provisions and requirements of philosophical, general scientific and specific scientific methodologies and on their research apparatus. The most significant results of the study are related to the justification of theoretical provisions, concepts, approaches, the construction of models and the development of methods that further improve the theory and methodology of pedagogy. The scientometric research of results of modern educational research activity conducted by the author has allowed to reveal tendencies of the development of resources of scientific potential and to draw the following conclusions. The beginning of the 21st century is characterized by an active inclusion of the pedagogical community of the country, research schools of pedagogical psychology and non-core institutions of different branches of sciences in the system solution of education modernization problems; by domination of dissertation research works on problems of general pedagogy, history of pedagogy and education, theory and methods of professional education; by insufficient attention of research schools to the problems of theory and methods of preschool education, organization of social and cultural activity, correctional pedagogy. In the replenishment of the scientific information resource, the author notes the prevalence of studies on the problems of thematic areas "Higher Education. Training of Scientific Personnel" and "General Schools and Preschools". This is the reaction of science to the increasing demands on the quality of education. The results of a scientometric research will ensure an adequate coordination of the development of scientific potential; optimization of the "academic mobility" of researchers; effective organization of fundraising.
