The formation and development of Altai Krai as an agrarian-industrial complex in 1970-1985
The aim of this study is to analyze the formation and functioning of the agrarian and industrial complex in Altai Krai in 19701985 on the basis of the generalization of extensive research material by Soviet and Russian historians, economists, and of archival sources. The objectives of the study are to consider the concept of the regional economy development in the 1970s and the problems associated with its implementation, to reflect on the integrated approach of planning and management bodies to the development of the production forces in the Altai, to highlight the specifics of structural changes in the development and accommodation of industrial production that make up the specifics of the complex. At present, the basis for the formation of Russian industrial policy is a strategy of innovative modernization of economy, within which a strategy of cluster development of an industry is implemented. In Altai Krai, four clusters were created and were functioning: biopharmaceutical, agricultural machinery, power engineering and energy efficient technologies, and polymer composite. When developing a methodology of creating an efficient strategy of the Russian industrial policy in general and the cluster policy in particular, it is necessary to consider the Soviet socio-economic experience of effective distribution of productive forces in different regions, in particular, the functioning of territorial-industrial complexes in 19701985. A special feature of structural changes in the development and location of industries making up specifics of the system was the development of administrative and urban structures of the region, as well as a gradual transition from private industrial and agricultural enterprises and industries to the formation of regional agro-industrial units and associations. In Altai Krai, the following agro-industrial units were formed: Rubtsovsk-Lokot, Zarinsk-Sorokino, Barnaul-Novoaltaisk. A concrete and comprehensive approach in defining tasks of economic development in Altai Krai in the 1970s, a high level of engineering and research in the industry of the region allowed to create scientific-production associations and inter-industry scientific-technical complexes. As a result, by the mid-1980s, Altai Krai became a large industrial-agrarian region of the country. In modern conditions of production organization, this historical experience can be relevant and useful. The very form of the production forces in Altai Krai proved its efficiency in the organization of production. Therefore, the state authorities can fully use this forgotten experience of an integrated approach by planning and management authorities in the location of productive forces in the region and implement it in cluster policy and in the state program "Developing Industry and Increasing its Competitiveness", which is carried out in Altai Krai.
