Reforming the non-state education sector in the context of human capital in the Russian Federation
The aim of the article is to analyze the current state of the domestic non-state higher school in the context of human capital formation. To solve the problems, the following theoretical methods were used: analysis of philosophical, psychological, pedagogical psychological, sociological literature; historical and methodological analysis (including studies of documents, concepts, provisions); systematization of Russian and foreign experience of human capital formation. The analysis of theoretical sources showed that being in the least advantageous position compared to public universities; private higher education is forced to respond to the slightest changes in the labor market, in order to improve its competitiveness. Building their educational routes, non-state universities not only take into account citizens' needs and orders, but also monitor the slightest innovative changes in the educational space. Requirements of employers interested in specialists trained to meet needs of a particular enterprise in a particular region play an important role. One of the main tasks in positioning universities in educational services market is studying the way to achieve their competitive advantage. In order to increase the competitiveness of non-state universities, the following ways are proposed in the article: mobility in providing higher education: many private universities make curricula so that students can simultaneously obtain first and second higher education; supplementary education: this niche in many countries (especially post-socialist) is occupied by non-state universities, Russia has all prerequisites for a more active private sector development in this sphere; corporate universities: more than 20 universities are part of large corporations today; modern technologies introduction is advanced compared to public universities: competitive environment forces non-state higher education institutions to create teaching materials of higher quality, to use e-learning; close interaction with business and establishment of private universities of world level: the lack of real equality of state and private universities hinders this process, and the implementation of the provisions of the new law on education will allow it to run; development of secondary vocational education under universities: many private universities have their colleges and schools, which allows to introduce modern developments and to have real supply from secondary education; integration with foreign universities: many private universities have interesting offers from famous universities to establish branches and representative offices in Russia. It is concluded that the reduction of private higher education can lead to a sharp decrease in personnel skills and consequently in Russia's economic competitiveness in the world market.
