Educational doctrine in the system of public education management tools: a legal aspect

The article is devoted to the analysis of the doctrine as an instrument of state influence on public relations, including in the field of education. Doctrine refers to a doctrine, a scientific or philosophical theory, a system, a guiding theoretical or political principle. Including a guiding principle (or a set of principles), the doctrine can become a political and legal source and a result of the interpretation of certain values and regulations in the context of the social environment. An educational doctrine reflects the state educational policy and the development directions of laws on education that provide for the public management of education at the same time. In turn, the national educational doctrine of the Russian Federation is a fundamental state document that establishes the priority of education in the state policy, strategy and main directions of its development. As shown by Russian and foreign experience, modern educational doctrines have diverse targets; they can be of general and of specific narrow-subject nature, the latter involves a targeted solution of problems in certain areas and types of education. The role of the educational doctrine in ensuring the development of education in the Russian Federation is associated with the search for a national model in the system of normative regulators. At the same time, speaking about the doctrine of education in Russia, as a rule, the main directions of development in the relevant field are implied. In the course of the study, the author came to a conclusion that the educational doctrine is a system of ideas, views and values that reflect the strategic directions of development of relations in the educational sphere, interrelated with the concept of socioeconomic development of the Russian Federation within the framework of the program-target orientation. The educational doctrine as an element of normative-conceptual nature can exist as a separate formalized strategic legal document or be included in the system of targets and objectives textually placed directly within the framework of laws on education. The educational doctrine acts as a basis for the development and improvement of such laws. Fixing the ban on the adoption of regulations contrary to its provisions, the doctrine performs a protective role and at the same time sets a vector in the regulation of educational relations.
