Executing the sentence of imprisonment for minors with socially significant diseases
The aim of the article is to consider the features relating to the execution of deprivation of liberty in respect of juvenile convicts with socially significant diseases, and their social rehabilitation. Execution of sentences in juvenile correctional facilities faces the problems of deterioration of minors' health and an increase in the number of persons with socially significant diseases. Among the reasons for this state of convicts, an important place belongs to the unfavorable social background, low cultural level, drug or alcohol addiction, as well as a completely insufficient observance of personal hygiene. The authors' research shows that juvenile offenders have no interest in protecting their own health, although 84.2 per cent have some health disorders. Consequently, when executing the sentence of imprisonment, medical professionals and teaching staff should not only arrange therapeutic, preventive and educational measures, but also help juvenile offenders cultivate the basic hygienic habits and the need to live a healthy life. It is recognized that the task of protecting the health of adolescents in juvenile correctional facilities as an integral component of a socially rehabilitated person is important. In order to ensure the adaptation of a minor to the prison environment and to provide social protection during their serving the sentence, it is necessary to strengthen the role of a social worker in juvenile correctional facilities, as well as to develop a training program for employees in the field of social protection of convicts with health problems. The existing limitations due to socially significant diseases prevent many minors from attending normal classes or a vocational school for health reasons and for problems of peer relations. For this reason, it is proposed to establish psychological, medical and pedagogical committees which will provide special training for convicts with serious health problems according to an individual plan in juvenile correctional facilities. Health care is an essential element of minors' term in a juvenile correctional facility. When such convicts are transferred to a general penal colony, they must take care of their health on their own. Therefore, in order to provide adequate health care and to carry on diagnosis and therapy of convicts with socially significant diseases up to stabilization of their health, it is necessary to keep persons who have reached the age in juvenile correctional facilities until the expiration of their sentence, but no longer than by the age of 19.
