Stages of digitalization of direct conduct of investigative and other procedural actions
The article focuses on the use of information technologies in illegal activities. This topic attracts attention of many researchers. It was the subject of consideration at various conferences, including 58 and 59 Criminalistic Readings held by the Department of Investigation Bodies Administration at the Academy of Management of the Ministry of Internal Affairs of Russia, which actualized the issue of the digitalization of investigation. Considering this problem as timely and modern, the author speaks of the need to raise the level of information technology (digital) component of the activities of all subjects of investigation and, above all, investigative and other procedural actions. According to the author, the digitalization of investigative and other procedural actions should be understood as a system of techniques, tools, technologies and guidelines for detecting electronic media, obtaining information contained therein, determining its role in enhancing cognitive activity and using it to further investigate a crime. The digitalization system for investigative and other procedural actions includes seven stages: (1) identification of electronic media with information (external hard disk drives, including those connected via the USB interface; optical media (CD, DVD, Blu-ray discs); flash memory cards in various design versions); (2) reading of separate provisions of specific, including local, regulatory legal acts governing the operation of electronic data carriers, circulation (regulations) of information, features of its receipt; (3) choice of technical means and digital technologies that will help to detect (acquire) relevant information; (4) consulting with experts on the operation of electronic storage media, as well as on the means, methods, and technologies for obtaining information; (5) determination of the criminal procedure form to obtain information; (6) direct receipt of information of interest for investigative and other procedural actions; (7) determination of the appropriateness of information for other investigative actions or for the investigation of a crime as a whole. The article reveals the content of each of the above stages of digitalization of investigative and other procedural actions, draws conclusions that describe the role of such a system in solving the complex information and methodological task that helps to acquire knowledge of an event that happened in the past. "
