Statistical Analysis of the Activities of the Samara Region Ministry of Sport Within the Framework of the Accessible Environment Program

The relevance of the study is due to the implementation of the project Physical Culture and Sports among the Disabled in the framework of the Accessible Environment state program in Samara Region. The aim of the study is to analyze the implementation of the Accessible Environment state program in the field of physical culture and sports in Samara Region. A review of scientific studies suggests that the study of the problems and prospects of physical culture and sports should be carried out from the standpoint of a systemic approach. This is impossible without the timely receiving of objective information, which is the basis for predicting further development at various levels. The analysis of activities in the field of physical culture and sports is carried out on the basis of official statistics provided by organizations to executive authorities. The official way to monitor and control the development of physical culture and sports in the Russian Federation is forms of statistical reports. The Federal State Statistics Service annually approves "statistical tools for organizing federal statistical observation by the Ministry of Sport of Russia" for the physical culture and sports industry. To achieve the aim of the study, the following objectives were set: (1) analysis of regulatory documents of the federal and regional levels in the framework of the issues under study; (2) analysis of the activities of the Ministry of Sport of Samara Region by the reports of Form No. 3-AFK for 2011-2016 using methods of mathematical statistics; (3) development of practical recommendations for improving the system of comprehensive rehabilitation and habilitation of the disabled by means of adaptive physical culture and sports in the structures of educational institutions. In accordance with the aim and objectives, three stages of the study were identified. At the first stage (September-November 2017), regulatory legal acts were investigated, the requirements governing the activities of the Ministry of Sport of Samara Region in matters of adaptive physical culture and sports were systematized. The problem situation was identified, the aim and objectives of the work were set, research methods were chosen. At the second stage (December 2017 - January 2018), the annual federal reports of the Ministry of Sport of Samara Region for 2011-2016 were analyzed using methods of mathematical statistics. At the third stage (February-April 2018), practical recommendations were developed for improving the system of comprehensive rehabilitation and habilitation of people with disabilities by means of adaptive physical culture and sports in the structures of educational institutions.
