Prevention of terrorist activity: Criminological, criminal procedural and criminalistic aspects

The article reveals a set of problems in the prevention of terrorist activity - one of the systemic threats of modern civilization. The range of problems affects the methodological, criminological, criminal procedural, technical and forensic, cultural and psychological aspects. The result of the study was an elaborated list of areas for the prevention of crimes of a terrorist nature affecting most scientific areas of legal knowledge. In the study, the following general scientific methods were used: analysis, synthesis, system structural. In the conducted research, the following specific scientific methods were used: biographical analysis, statistical analysis, comparative historical, expert assessment. Prevention of terrorist activity of crimes can be represented by a set of measures aimed at solving the problem in question, namely: the use of special algorithms for recording and analyzing information about the aggressive behavior of citizens using trust services; anti-criminal propaganda of terrorist crimes; victimological prevention of terrorist activity; developing plans to counter terrorist activity in civilian objects; the practice of control of public organizations; the system of population control and the system of financial sanctions for those involved in terrorist activities. The following conclusions are made in the work. (1) The use of special algorithms for fixing and analyzing information about the aggressive behavior of citizens with the help of trust services can be considered universal. (2) Antiterrorist propaganda, which is reduced to chanting universal moral values, is rather ineffective. Antiterrorist propaganda, which is reduced to mocking the image of a terrorist as a loser, has a preventive potential above average. (3) Victimological prevention is most effective at the group level, based on the typology of victims of a pronounced applied orientation. (4) Plans to counter terrorist activity at the level of instructions, schemes of training and seminars conducted should become an indispensable structural part of the documents of workflow of enterprises, organizations and institutions. (5) The practice of control of public organizations should be directed to the proper chanelling of both positive and destructive energy of their members. (6) The system of population control and the system of financial sanctions for those involved in terrorist activities are the objective realities of today, the balance found between freedom and security.
