Problems and Prospects of the Development of the Physical Education System in the Universities of Togliatti

The aim of the study was to substantiate the need to create an inter-university sports cluster. To achieve this aim, the following objectives were set: (1) to review legal documents regulating the development of the system of physical education in the structure of higher education, student sports (including adaptive ones) at the present stage; (2) to analyze the involvement of Togliatti students in physical culture and sports (including adaptive ones) on the basis of documents of official statistics; (3) to develop practical recommendations for the creation of an inter-university system of physical education and student sports (including adaptive ones). The study had four stages. At the first stage (September-December 2017), the normative legal acts of the federal and regional levels and local acts of individual universities regulating the development of the system of physical education in the structure of higher education were studied. At the second stage (January-February 2018), using the methods of mathematical statistics, the annual federal reports of the Department of Physical Culture and Sports of Togliatti (Form 1 - FK, Form 3 - AFK, Form 3 - GTO) for 2014-17 were analyzed. At the third stage (March 2018 - February 2019), the factors hindering the development of the system of physical education in the universities were identified; the development programs of physical culture and sports of Togliatti universities were studied; a model for creating an inter-university sports cluster was proposed. At the fourth stage (March 2019), practical recommendations for Togliatti universities were formulated aimed at the improvement and development of the system of physical education and student sports (including adaptive ones). The results of the study show that, according to the federal statistical reports, there is a downward trend in the number of participants in the Universiade of Togliatti, from 898 people in 2014 to 453 people in 2017. There is a regular decrease in the total number of people engaged in physical culture and sports in Togliatti, both in general and in its single universities, which contradicts the main goals and guidelines.
