Adaptive Modeling as a Tool of Effective Promotion of Russian National Interests in Vietnam
This article examines and analyzes the systems and foreign policy activities of the Russian Federation, the United States of America and the People's Republic of China in relation to the Socialist Republic of Vietnam (SRV) in order to highlight the main characteristics of the future adaptive model of the implementation of Russian foreign policy in the above mentioned country. The objectives of the article are to conduct a comparative analysis of the approaches to the implementation of the foreign policy of the United States, the People's Republic of China, and the Russian Federation in the region using the SRV as an example and to prove the effectiveness of the adaptive approach when using a modeling technique in the implementation of Russia's foreign policy in the Indochina region. The expediency of using the adaptive modeling in foreign policy is determined by the need to plan the activities and directions for the implementation of the national interests of Russia in the region concerned to predict expected results, to pragmatically evaluate available political, economic, informational, military, technical and personnel resources. A comprehensive approach to the studies of contemporary foreign policy processes in the Indochina region and in the SRV, as well as a comparative analysis of the policy models of the USA, the People's Republic of China and Russia in relation to Vietnam have provided a methodological basis for the article. In order to study the receptivity of Vietnamese society to the policies of the mentioned countries, we conducted social research in the northern, central and southern parts of the SRV. E.V. Kobelev, G.M. Lokshin, V.M. Mazyrin, V.N. Kolotov, and P.Y. Tsvetov are studying the problems of international contacts between the SRV and Russia, between the SRV and China, as well as relations between the SRV and the United States. Their research covers the information about politics, history, science, economics, as well as up-to-date data on the situation in the country and Vietnamese foreign affairs, which confirms the relevance of the present research and the need to identify common approaches to the implementation of Russian foreign policy in Vietnam and in the region in general. The author comes to the conclusion that the method of adaptive modeling can be taken as a basis for developing new approaches to promote their national interests in Vietnam. According to the comparative analysis, Russia has a definite advantage over the United States and China in influencing Vietnam's political sphere. However, Russia has fallen behind these two countries in using economic, information and communication resources. In this regard, Russia should pay more attention to the strengthening and further development of political and military ties and also focus on solving the problems of the economic integration of our countries, creating information channels aimed at expanding the dialogue between Russian and Vietnamese cultures.
