The Development of Fish Industry in Krasnoyarsk Economic District in 1957-1964

The aim of the research is to determine the impact of the 1957 industrial management reform on the fish industry of Krasnoyarsk economic region in 1957-1964. The article is made on the material of Krasnoyarsk Krai presented in the funds of the State Archive of Krasnoyarsk Krai, part of the material is first introduced into scientific discourse. The study is based on the theory of modernization, the principles of historicism and determinism. The state of the fishing industry of Krasnoyarsk Krai on the eve of the 1957 reform was considered. Its technical lag, outdated equipment and shortage of skilled workers are noted. In the course of the reform of 1957, a transition was made from industry- to territory-based management. This transition allowed the industry to begin upgrading to meet local needs. The new control system made it possible to use the capacity of local engineering, construction for the needs of the modernization of the fishing industry. As the study showed, in the framework of the new system, the fishing fleet was updated, the processes were automated, and artificial reservoirs and dams were built. As a result of the work carried out in the region, the creation of fish farms for the breeding of rare fish species began. To help the development of the industry, specialized fish industry technical libraries were created. Nevertheless, Krasnoyarsk Soviet of the National Economy considered the overall development of the industry as unsatisfactory since it did not keep pace with the growing demand for its products. Since 1962, the fishing industry was completely transferred under the control of Krasnoyarsk Soviet of the National Economy, represented by the food industry administration. Work continued to modernize the industry; research was conducted on the development of fish farming. The creation of full-system carp farms, with a capacity of up to 3,000 centers, began. The total fish catch, in comparison with 1958, increased by almost a quarter in 1963. At the same time, in the USSR, crisis phenomena were growing in the new management system, which were caused by the haste of its introduction. At the end of 1963, the fishing industry was returned under the control of the reconstituted Ministry of Fisheries. In the period under review, the industry modernized significantly; its backwardness was noticeably reduced. Nevertheless, constant reorganization, changes in the system of subordination, liquidation and re-establishment of trusts prove that the industry was reformed on the basis of momentary conjunctures rather than of long-term plans. The territorial management system made it possible to carry out a significant modernization, but most of the problems in the industry were not resolved.
