The State Programme to Facilitate the Voluntary Resettlement of Compatriots Living Abroad to the Russian Federation in the Regional Information Space of Altai and Krasnoyarsk Krais

The aim of the study is to assess the role of regional information resources in shaping the information field of the compatriot resettlement policy and the image of programme participants in this field. The implementation of the programme of compatriot resettlement to the territory of Russia is one of the areas of foreign, socioeconomic and demographic state policies. The goal of the programme is to promote the socioeconomic development of Russian regions, as well as to solve demographic problems. The direct implementation of the programme is carried out by the regions which are developing their own programmes considering regional capabilities and features. The evaluation is conducted while considering the local population involved as a host society. The identification of regional practices makes it possible to assess the conformity of the information field to the task of creating a favourable attitude towards compatriots by the local population in order to improve policies in this area and the possibility of disseminating successful practices in other regions. The sources for the study were the information resources of Altai and Krasnoyarsk Krais, which were included in the Medialogia rating by citation index, and the official Internet resources of regional authorities competent in the field of compatriot resettlement. The unit of analysis was publications the information reason for which is the region's participation in the state policy of facilitating the resettlement of foreign compatriots. The chronological period of the study was from the beginning of the implementation of the State Programme for the Resettlement of Compatriots in Russia in 2007 until the modern period as of July 2018. The selected research methods were content and discourse analysis (content analysis was mainly used in the initial processing of the data matrix). It has been concluded that representatives of non-governmental organisations, including commercial ones, and the local population as the host society practically do not form the information field. Their inclusion in this process could qualitatively improve the implementation of the programme (the adaptation process in particular). At the same time, information resources, based on the current agenda for the region (demographic and employment policies), present the resettlement programme for compatriots mostly in the context of migration policy in the field of labour migration, which contradicts the officially stated goals of this policy.
