Forensic Prevention and the Tactical Operation of Investigation
The article describes a complex of problems of forensic crime prevention. The range of problems affects the methodological, criminological, criminal procedural, tactic, forensic, and psychological aspects. The result of the study is an optimal example of modeling in the framework of forensic crime prevention. In the study, the general research methods of analysis, synthesis, along with a system-structural method, were used. The specific research methods of modeling, statistical analysis, expert assessment, and a comparative historical method were used. Indeed, the retrospective nature of forensic activity leaves little to forensics as science to compete with the comprehensive crime prevention carried out in criminology. However, there is an exception to any rule. Such an exception to the general rule, in the author's opinion, is the tactical operation "zoning of the most criminogenic districts of the city". An example of the mentioned tactical operation is the tactical operation "zoning of the most criminogenic districts of Krasnoyarsk". This tactical operation was carried out in 2017 by officers of the Criminal Investigation Department of the Main Directorate of the Ministry of Internal Affairs in Krasnoyarsk Krai. As a result of the painstaking work carried out using public and non-public methods of law enforcement intelligence operations, a map of the crime zones located in the most popular and fashionable restaurants of Krasnoyarsk was compiled. Subsequently, criminal investigators posted this map on the Internet in all relevant social networks. The following conclusions are made in the work: (1) The tactical operation "zoning of the most criminogenic districts" is an effective means of forensic crime prevention. (2) The tactical operation "zoning of the most criminogenic districts" needs to develop ways to structure criminally significant information. The structuredness of information in this operation should be understood as a list of information blocks that make up the criminal "portrait" of the object in question. These blocks are the form of management, the identity of the owner and co-owners, their criminal experience, etc. (3) The tactical operation "zoning of the most criminogenic districts" needs to develop ways to formalize forensic information. Formalization of information here is a final list of forms for presenting each information block. (4) The tactical operation "zoning of the most criminogenic districts" should become an indispensable element of a comprehensive response to crime.
