Peasant Resistance as a Reason for the Inefficiency of the State Policy on the Formation of Volost Budgets of Siberia during the NEP
In the presented historical and legal research, the author analyzes the legislation establishing the legal basis for organizing the volost budgets of Siberia during the NEP period, as well as law enforcement materials in this area. The main problem of the study is the lack in science of a unified approach to determining the causes of the permanent deficit of local budgets during the NEP, as well as the failures of the state policy to establish independent budgets at the volost level. The aim of the work is to identify and comprehensively analyze the political and legal processes in the Siberian village, which have a decisive influence on the formation of volost budgets in Siberia during the NEP. The geography of the study is due to the peculiarity of Siberia as a region of the RSFSR, associated with a large area, the development of a financial and economic base, a significant share of agriculture in the structure of the economy, a high degree of centralization of power and, at the same time, inertia of local administrative structures. The study is based on theoretical material, which is works by T.F. Yashchuk, V.A. Ilinykh, V. Danilov, R. Manning, L. Viola, and other researchers of the Soviet period, as well as archival materials presented in the respective funds of the State Archive of Novosibirsk Oblast. The methodological basis of the study was dialectical and historical and legal methods. In particular, the use of the dialectical method contributed to the study of the terms “local budget” and “peasant resistance” in terms of their content. The use of the historical and legal method helped substantiate the role and significance of peasant resistance in the process of forming volost budgets. As a result of the study, the author formulates the conclusion that the lack of positive results in organizing the volost finances of Siberia is associated not so much with economic reasons or incorrect legislative decisions, but with the reaction of the peasantry to the state transformation policy of the Soviet village. Peasant resistance, manifested, in particular, in ignoring the instructions of the central financial authorities, had a decisive effect on law enforcement in establishing a system of local finance at the volost level. The process of organizing large collective forms of farming in the village, accompanied by repression and coercion, entailed active opposition to the state policy by the peasantry, which made it impossible to form a system of volost budgets. It seems that this conclusion can be extrapolated to the entire territory of the RSFSR, since a similar situation developed in almost all regions of the country with developed agriculture throughout the entire period of the NEP.
