Implementation of the mass sports development model: Experience in creating courtyard curling leagues

The article presents the informational model of the mass sports development in Krasnoyarsk Krai of the Russian Federation. The model is based on the analysis of foreign and Soviet experience in the mass sports development, tested through the creation of courtyard curling leagues chain on the territory of the region. The announced model calls for a staged form of realization. The first stage is associated with the direct creation of courtyard leagues, which are localized in a certain micro district or in infrastructural and organizational sports complexes. The second stage is the stage of expanding the leagues chains. It involves their representatives' interaction with the public by organizing sports events and with the government to construct mutually beneficial partnership. The third stage is designated as formalization and control of the league's actions. It involves a slowdown in the organization development, clarification and formalization of its rules and procedures for activities. According to the plan, a successful development of mass sports on the territory of the region is associated with the wise use of managerial, motivational, material, technical, scientific methodological and media resources. The curling courtyard movement is managed by the Curling Federation, which has the ability to influence in an organizational way on the leagues' chairs through general meetings and to provide them with advisory and methodological support. The main form of curling development became the club system, which proved itself in a number of foreign countries. The main condition for development is accessibility. Unlike professional sports, courtyard curling trainings and competitions are held with simplified rules on suitable sports grounds by using only budgetary and possibly self-made sports equipment. Funding for events consists of the participants' own funds, partners' contributions, grant funding and government support. Service consumers get involved in the activity and show themselves in it in different qualities - as passive spectators, fans, curling enthusiasts, or participants in competitions. The goal of the courtyard movement is to make sure that, while holding sports events, consumers change their status from passive spectators to participants in the competition. The results of implementing the mass sports development model are the expansion of the population engaged in curling in the region and the increase in the total number of service recipients, public trainers, club instructors. The number of sports events has also increased in general.
