Prospects of the formation of a common space of scientific and technical information within the EAEU: Legal aspects
The article explores the prerequisites for the formation of a common space of scientific and technical information as an integral part of the common space of scientific, technological and innovative integration within the framework of the EAEU. The article aims to analyze the nature and structure of the existing legal framework for the integration of the EAEU member states in the field of scientific and technical information, as well as to develop proposals for its comprehensive development. The article analyzes the political and legal provisions of a strategic nature, which set out the main areas of cooperation in the exchange of scientific and technical information within the framework of the EAEU. The author substantiates the idea that the formation of a common space of scientific and technical information should take place in line with the implementation of the EAEU Digital Agenda and may well form the content of a targeted interstate project or program related to the thematic area of digital transformations. A scientific and practical provision is being developed that the objective strengthening of the information factor of regional scientific and technological integration is the basis for the formation of a coordinated scientific and information policy of the EAEU member states. As a result of the study, conclusions are drawn that have not only theoretical, but also practical significance. First, the increasing importance of the information factor of regional scientific and technological integration within the EAEU creates an objective basis for the formation and implementation of a coordinated scientific and information policy of its member states, as well as the harmonization of national legislations. In this regard, the need to develop the international contractual framework of the Union in the field of scientific and technical information is being updated in the form of not only including additional provisions in the Treaty on the EAEU or adopting an additional protocol to it, but also concluding a special international agreement that is part of the law of the Union. Second, the development of the contractual framework should be supplemented by the provisions of special acts of the Union's bodies specifying the contractual provisions and relating to the functioning of the regional system of scientific and technical information, as well as the interaction of its participants. Third, conceptual, program, strategic, and advisory documents should be created that specify the guidelines for the development and implementation of practical actions and measures, and set the goals of the legal regulation of interaction between the member states in the functioning of the common space of scientific and technical information.
