Legal aspects of social inequality associated with a "multi-level" access to artificial intelligence capabilities
The author, analyzing the legal aspects of social inequality associated with a "multi-level" access to the capabilities of artificial intelligence, considers this issue taking into account the changes made to the national strategy for the development of artificial intelligence for the period up to 2030, introduced by Decree of the President of the Russian Federation dated February 15, 2024, No. 124, which entered into force on February 15, 2024. Attention is focused on the fact that one of the main threats to the use of artificial intelligence is that, due to reasons beyond the control of citizens, not everyone will have the opportunity to exercise their right to use artificial intelligence in their daily lives. Considering the legal issues of using artificial intelligence, in addition to the issues of social inequality associated with the "multi-level" access to the capabilities of artificial intelligence, scientists note: the need to legally enshrine the principle of transparency when using AI in public administration, regulation of such issues as manipulation when processing personalized information (personal data); the ability to control the behavior of an individual, primarily on the Internet; the development of emotional artificial intelligence; the introduction of the so-called social rating; the need to create legislation that will ensure proper protection of human rights and freedoms when using artificial intelligence. The article aims to reveal the essence of the identified problem and determine the main vectors of legal regulation of the use of artificial intelligence, including for the purpose of eliminating the "multi-level" access to the capabilities of artificial intelligence. The methodological basis of the study was the principles of comprehensiveness, integrity, consistency, and objectivity. The study resulted in conclusions about the need to solve the problem of the "terminological vacuum", create programs at the federal level for the purpose of training in the use of artificial intelligence capabilities, expand the list of domestic socially significant information resources, for example, by including in this list already created information resources in the field of culture.
