Ecological regulation in modern economy of Russia
In the article the current Russian economic-legal mechanism of environment protection, that includes the standards on harmful wastes, payments of enterprises and other elements, is analyzed. The advantages and disadvantages of state ecological regulation are shown. It is proposed to establish the standards and payments with regard to the opportunities for optimization of the condition of each enterprise. The principle «it is the victim who pays» and the preservation in modern conditions of the ecological funds as the only reliable sources of financing environment protection are positively estimated.
