Stokes for sociologist conception of social policy

This article is proposing samefoundation for building of whole sociologist theory of social policy. Social policy is considering in context of regulation of social relationand social inequality, and as system of interaction of Social State and Social society. Modem stage of development of social policyin Russian is characterizing on base this methodology.
