University as a subject of a civic society

The problems of transforming the Russian society intoa democratic one are discussed in this article. The main thesis of the article is the fact that the university is becoming the center of thedemocratic subculture formation in modem environment. As a democratic social institute it should solve the double task: one task is toprovide the increase of the «new» human potential such as skills, level of knowledge, and the other one is to promote organization ofthe corresponding conditions for the appropriate application of this knowledge. The University is considered to be a valuable orientingsubject of the civic society, its mission lies in the humanity consulting strategy of the innovation development.
