The reform of interbudgetary relations: the main problems and means of solutions

This paper discusses the reform of interbudgetary relations in the Russian Federation. In spite of the reform's success,there are problems blocking its realization. It is recommended to delay the budgetary reform and reforms of local self-managementuntil 1 January 2009 because it appears impossible to solve many problems.
