To Problem of high-technology industry qualitative Identification

Inthe following article necessity of complementing statistical definition of high-technology industry with qualitative definition were proved. Accordingly the criterions of qualitative identification were suggested and characterized in detail. Besides article contains description of the main function of high-tech sector.
