The methodical approach to the substantiation of the sizes of payments for operatorsof geostationary satellite networks for the ise of the radio frequency spectrum
The methodical approach to the substantiation of the sizes of payments that the government requires from the operators of geostationary satellite networks for the use of the radio frequency spectrum is considered (by example of communication networks and TV and radio broadcasting of the fixed satellite system). The principles of the methodical approach are analysed, the factors that influence the amount of payment for using the spectrum as one of the natural resources are defined, the main requirements to the calculation method of annual spectrum payments stipulated in the RF Law On Communication are examined
