The formation of the system of social responsibility in the given article is considered as the mechanism of regulation of the sizes of shadow economy. The suggested multilevel system of social responsibility allows developing socially focused economy by means of expansion of social and economic space. The multilevel system is considered as the coordinated and integrated interaction of the state, business and society in realization of social justice
