The article is devoted to the study of the processes of Special camp of the Ministry of Domestic Affairs #5 establishment and functioning in Kolyma within the period from 1948 till 1954. The data used by the author allows representing the specific intensification of the penal policy of the Soviet totalitarian regime of the second half at the turn of 1940s - 1950s more clearly.
