Potential phase of social risk as a stage of system crisis
The article is devoted to the analysis of social risk development and ways out of it. Special attention is given to the 'stage of potential risks' as a bifurcation period in the process of risk development, to its attributes and the most effective ways of social intensity limitation and social damages prevention. The author pays attention to the definition of 'acceptable risks' as a necessary condition of estimation and reduction of potential risks.
