The problems of suburban areas development in Siberian Federal District

There are some problems in development of suburban areas that depend on the general social-economic situation in the country and at the regional level. Some basic problems of development of suburban areas in Siberian Federal District are considered in the article: insufficient material and technical provision of suburban enterprises; decrease in the number of enterprises that produce vegetables, fruits and another necessary agricultural produce; lowering of purchase capacity of the population; a limited structure of social infrastructure; growth of anthropogenic influence on earth resources; infringement of territorial organization of agricultural enterprises. Profound qualitative and quantitative changes were incident in the process of realization of basic regulations of the agrarian reform in agriculture of Siberian Federal District. New forms of management appeared with small natural farms prevailing in the structure of production in the majority of the regions. The positions of big commodity production became considerably weaker, which put obstacles in the way of innovative development of agriculture. Small farms produce greenery (spring onion, dill and others). Big farms preserve the production of technological character (cabbage, carrot, beetroot and others). To solve the mentioned problems it is necessary to provide modernization and technical equipment of agriculture with new highly productive engineering; equal accessibility of state support for all agricultural producers; budgetary support for innovative activities in the agrarian sector; development of social direction by distribution of clean ecological produce at moderate prices and a number of other measures. Particular attention should be paid to development of green gardens (minimarkets) for city-dwellers to buy the produce on the field without mediators. It leads to reduction of prices for agricultural production. It is crucial to establish interaction of producers and the authorities at places (municipal and regional). The intraregional peculiarities of production and consumption must be taken into account. The real significance of suburban agriculture is in productive use of proper opportunities of the cities and suburban agricultural areas for satisfaction local demands, which are a part of the country's demand.
