Monitoring system engineering in innovative sphere of a region

In the article the comparative analysis of the basic actions of national and regional support of innovative activity in Russia and foreign countries is given. The necessity to use the mechanism of state-private partnership for formation and expansion of region's own resource base for innovative development is proved. The basic conditions of formation of an effective system of monitoring of small and average business in the scientific and technical or technological spheres are considered. Kinds and mechanisms of monitoring of development of small and average enterprises in the innovative sphere are considered.
