Communicative potential of regional cultures: experience of analysis and development

Progress of communicationsis one of the peculiarities of modern culture. But at the same time it is a great problem, because different cultures manifest themselvesduring communicative processes differently. There are open cultures, in which internal and external communications are welldeveloped and stay in the condition of harmonious balance. Also, there are close cultures, in which internal communications dominate.Success of dialogue depends on the stability of the bases of culture and its readiness for the variations, which define its communicativepotential. The communicative potential is the capacity of a culture to carry on the dialogue with other cultures and to developunder their influence, preserving its own identity. The communicative potential of any culture is characterized by two essential qualities- stability and variability. Communicative stability means a culture possesses high communicative potential, if in dialogue with othercultures it does not only keep the kernel (basic values, senses, traditions), but also influences other participants of communication.Communicative variability shows the capacity of a culture to adapt and develop in changing conditions, to generate new forms, images,senses. In the context of conservation of cultural identity communicative potential of regional cultures represents special interest. Regionalculture emphasizes peculiar features in a certain geographical region. These features include history of development, economicand political factors. The communicative potential of regional cultures is determined by interaction of traditions and innovations. Traditioncarries out a communicative function, which is realized in formation of external and internal communications. External communicationsis readiness to contact other cultures. Internal communications mean transfer of individual or collective experiences between generations.Thus, tradition preserves the uniqueness and identity of cultures and stimulates the acceptance of innovations, assisting theexpansion of the communicative space. There are many factors increasing communicative potential or, to the contrary, its decreasing.Political, social, religious institutions form the communicative space of a region and define its communicative potential. A special rolein the communicative potential of culture development belongs to arts and mass media, as they shape the image of a region. So, studyingSiberian cinematography, as a form of translation of senses and values of community of this region, promotes productive interculturaldialogue. Research of Siberia art model confirms commitment to conservative traditions, keeping originality of local cultures and supportinginternal cultural communications. On the other hand, there is a trend to innovations, showing the general dynamics of regionaldevelopment. Thus, cultural identity in the region is preserved and the tolerance level of the society increases.
