State innovation policy: cluster-network aspect

Thepurpose of the article is to investigate the features of the state innovation policy in the conditions of formation of new economy. Theobject of the research is the formation of cluster-network structures of trans-regional character as an element of the state innovation policy.The feature of the state innovation policy of the developed countries in the conditions of formation of new economy is considered inthe article. The dominating role of the regional innovation policy directed at reduction of differentiation in the level of development ofregional scientific-innovative potentials, with activization and mobilization of their internal reserves, including the scientific, technicaland personnel potential of a region is denoted. The character of inter-regional innovation cooperation is changing. Realization of clusterstrategy and formation of innovative regional networks promoted the development of transnational interaction and formation of clusternetworkstructures. The new principle of an innovation policy - the cluster-network one - is formed. The analysis of the state innovationpolicy of Russia has allowed to reveal the basic faults of its realization, and also to staticize the necessity of strengthening of interrelationof the federal and regional innovation policy. New tools of support of innovative development of regions, in particular, formation ofcluster-network structures of trans-regional character are offered. The model of innovative cluster-network structures of macro-region(federal district) is presented in the form of a hierarchical structure of institutes, in which the basic institutes of macro-level are supplementedby complementary institutes, formed at meso- and micro-levels, thereby forming the organizational-economic mechanism ofmanagement of innovative process of a macro-region. Realization of this model dictates a necessity of formation and perfection of themechanism of realization of the social and economic policy, including institutional, financial and economic and organizationaladministrativeaspects. Introduction of cluster-network model of management of innovative development of regions at realization ofsocial and economic policies of federal districts will allow generating essentially new forms of economic interaction among regions,building elements of an innovative infrastructure, rationally distributing financial and organizational resources, effectively promotingthe formation of effective innovative systems, both in separate regions and in federal districts.
