Review of methodologies for modelling business process of public services provision in cadastreand real estate registration

Reforming the executive authorities, rendering state services will demand much effort in introducingnew approaches to management (the process approach) in their activities, reaching the international practice standards. The structureof the control system based on the process approach allows describing the total activity of an establishment in the form of managementwithin each business process, and within managing groups of business processes at the level of the establishment. Special attentionat the transition to the process approach in management should be given to the working out of a complex model of an establishment asthe basis for the analysis, estimation and perfection of business processes of rendering state services. The complex model of an establishment,as a rule, consists of models of business processes; control system models at the level of each business process and allocatedgroups of business processes; models of the system of quality. A set of methods giving the developer a certain language of description ofobjects of the real world by means of a specially developed syntax (a number of graphic symbols) is applied to modelling business processesand administrative regulations, reflecting real objects and communications between them; it is also a way of describing the activityof an establishment. Thus, in the article more attention is paid to the review of methodologies of modelling business processes, controlsystem at the level of each business process, system of quality - they all describe the complex model of an establishment representingstate services in the field of cadastral and property rights registration. The methodology of creation of the BP model represents a set ofways that help real world objects (for example, granting of the state service in the field of the state cadastral and property rights registration)and connections between them are displayed in the form of a model. Modelling problems are offered to be solved by most widelyused methodologies descriptions of business processes - IDEF0, developed on the basis of the structural analysis and designing methodology,SADT, which helps describe diverse subsystems in a kind of interconnected and mutually agreed sets of various models stored ina uniform repository. The article also considers the methodology of BP modelling (Business Process Modelling), methodology of thedescription of streams of works (Work Flow Modelling) and methodology of the description of data flows (Data Flow Modelling).Methodology ARIS assumes a complete approach to formalization of the information on the activity of an establishment and its representationin the form of graphic models, convenient for understanding and analysis. The approach to the description of the activity ofestablishments, based on modelling in the ARIS environment, possesses a number of potential possibilities which are of interest formodelling BP of granting state services in the field of cadastral and property rights registration.
