The development of innovative activity in Tomsk region in 1989-1992 on the pattern (examples) of Tomsk science-technological centre "Technopark"
The article examinesthe role of the Science and Technology Centre Technopark in the development of the innovation infrastructure of Tomsk andTomsk region based on local archival documents and materials. The article refers to the documents and materials from the state archivesof Tomsk region and the centre of documentation of modern history, revealing the initial stage of launching of Tomsk Science andTechnology Park. The experience of creation of the science and technology park in Tomsk has been investigated in the article. The basiclines of activity of Technopark such as new materials and technologies, informatics, automation, instrumentation, education, publichealth service and environmental science have been revealed. The experience of overseas technology parks has been analyzed. Wellknownscience and technology parks such as the Silicon Valley in California, Route 128 in Massachusetts, the Cambridge Phenomenonin England, and the Isar Valley in Germany have been described. The idea of creating such a park in Tomsk region appeared at end of1989 among well-known scientists of Tomsk. The main initiators were V.P. Tarasenko, the Scientific Director of the Research Instituteof Automation and Electrical Mechanics of Tomsk State University of Control Systems and Radio Electronics and V.A. Prets, the Directorof the Engineering Centre of the Research Institute of Automation and Electrical Mechanics Uskoreniye (Acceleration). In 1990they persuaded the local authorities to create a technology park, which would represent a regional centre of new technologies, commerceand international relations, without big financial investments. The park was supposed to have modern exhibition halls, a pilot plant, abank of commercial information, a retraining centre, an export company, a design department, a hotel facility and a number of otherservices. The article describes how the Technopark implemented these goals: managing and coordinating of basic and applied researchand development work on actual problems of science, technology and production; organizational and economic support of promisingscientific and technological projects, engineering ideas; production of new equipment, materials, construction and development of newtechnologies; production of high technology products and consumer goods; building of relations with foreign countries, creating jointventures and cooperation in production, science, education, culture, trade, tourism, exhibitions, seminars and other events; training andretraining, creation of information files, reflecting latest achievements of domestic and foreign science and technology; realization ofinternational trade, advertising and commercial activities, marketing, engineering, licensing, leasing, consulting services, the creation ofsources of cooperative financing; setting up of an innovative bank, creation of production and social infrastructure.
