Evaluation of the contemporary climate component of Tomsk region economic complex during cold season
The intensive development and exploitation of natural resources of Tomsk Oblast (oil, gas, timber), road and building projects requireaccurate and reliable information about the current and future climate of the region. The priority direction of scientific support for modernizingthe economy of the region is to develop a system of criteria, parameters of security environment on climate change. During thecold season (period with the average daily temperature below 0°C) a special danger in Tomsk region are loads on sites by meteorologicalphenomena: snow, glaze, wind, snow drifts, rime phenomena, deep freezing of the ground, sharp changes in temperature and characteristicsof snow and ice cover. For air transport, the complicating conditions are low clouds and visibility level below specified criteria(the so-called weather minimums). The paper presents an analysis of the core set of meteorological and applied design parameters (meteorologicalphenomena and loads, temperature of air and soil, precipitation), that describe modern climate, at which several branches ofindustry of the economic complex of Tomsk region are operating during the cold season. The parameters main numerical values, trendsare also identified. For example, it was learnt that there is a decrease of the cold period length, the growth of its average temperature(0.5-0.6 °C/10 years), the amounts of precipitation up to 14.5 mm/10 years, increasing of snow loads by 0.2 kg/m2, and more per10 years. Windshock in the reporting period of the year may be up to 12 kg/m2. Duration of the heating season was shortened by anaverage of 2-4% in the northern part of the field and 4-6% in the south, the index of fuel consumption reduced by 6-8%. It wasshown that since the tendency of increasing the number of thaw days in the region, the conditions of the winter road maintenance andoperation of road transport become more complicated. A tendency exists towards deterioration of the conditions of aircrafts landing inOctober and November, and improvement in December. The ambiguity of the influence of the observed trends of climate change ondifferent sectors (construction, communication, heating, transport, etc.) was stated. In future, based on the specifics of work in winterconditions, the creation of weather maps of the study area for various purposes, acquisition of well provided calculation parameters inthe changing climate should be considered extremely necessary and urgent. Also, it is possible to expand the list of meteorological valuesdemanded by industry.
