Prerequisites and instruments for network organizational structures formation
The article consider prerequisites and capabilities for the formation of networkorganizational structures, which enclosed in factors of external environment of the organization: presence of market for the outsourceservices, level of management technologies, level of informational technologies and production technologies, availability of labour,environmental situation, government influence. Each of these factors is considered as a prerequisite for the changing of the organizationalstructure or as a capability. Under the capability the author understands the factors, which give the ability for the organizationto solve the problems with changes in their organizational structure. Under the prerequisite he understands the factors, which give problemsto the organization, which can be solved by changing the organizational structure with the condition of the existence of factors,which give abilities for such changes. Particular attention is paid to outsourcing as the main instrument in the formation of network organizationalstructures. Its types are analysed as considered by various authors, the authors classification is given: outsourcing of processes,outsourcing of functions, outsourcing of personnel (outstaffing). The authors definition of the term outsourcing is suggestedfrom the point of the organizational structure and with the given species. The levels and the opportunities of the factors are describednecessary for the practical use of outsourcing: theoretical level of outsourcing, VoIP, videoconference, group support systems, tenderoffers regulating law, outsourcing marketplaces, electronic commerce systems. The advantages of the transition to network organizationalstructures are described using outsourcing, which encloses, first of all, flexible management of production outlay. The latter isconsidered in the ability to decrease the variable and the fixed outlay, converting outlays from variable to fixed and vice versa. A conclusionis made that at present there are all prerequisites and capabilities for the transition to network organizational structures. The maininstrument for such transition is outsourcing, which enables flexible management of production outlay.
