Specificity of thefts in rail transport (by example of Kuzbass UVDT)

In article the criminological characteristic of thefts in rail transport is analysed. In this context the general analysisof the condition of criminality in rail transport in the country is carried out and the specificity of thefts made in rail transport of theWestern-Siberian branch of railway is considered; the principal views on the committed crimes are shown, their reasons are considered,dynamics of development of the given kind of crimes in rail transport is analysed. On the whole, in 2006-2010 the criminality in railtransport across Russia increased by more than 20%. The situation in the Western-Siberian branch of the railway is not much different -the increase is by 15%. It is necessary to notice that the criminality condition depends on the region and consequently throughout theentire Western-Siberian railway it is not homogeneous, as each subject of the Russian Federation has its criminological specificity. Forexample, the Altai territory leads in plunders of the top structure of the railroad and plunders from the rolling stock. Thefts, as it isknown, are the most widespread crimes against property. So, in the general structure of Russian crimes their share exceeds 50%, and thistendency is one of the steadiest, which proves by the fact of their urgency for decades. A narrower, but at the same time extremely topicalproblem is represented by thefts of personal property at objects of rail transport. The big prevalence of such crimes, their appreciablegrowth negatively influences the level of criminological safety of passengers, aggravates peoples fear for their property. It is necessaryto recognise that the system of measures for the prevention and disclosing of these kinds of thefts is insufficiently effective. Consideringthat Russia is a country with a developed system of objects of rail transport, it is possible to say that the criminality here essentially influencesthe conditions destabilization in the country on the whole. The important role in the criminological characteristic of thefts ofpassengers personal property belongs to the knowledge of ways of making crimes. The research has shown, that the given crimes aremade, as a rule, without application of auxiliary means. However, kinds of thefts are rather specific and diverse. The most widespreadare thefts of things left without supervision, pocket-pickings, and robbing the drunk. Thus, the reasons and conditions of thefts in railtransport must be studied from the position of determination of profit-motivated crimes in general, thefts in general, and in transport inparticular. In the latter case the specificity of appeal of rail transport in respect of committing the studied crimes is shown.
