Siberian Federal District universities physical education system monitoring results

The paper presents the results of a comprehensive monitoring ofthe system of physical education in higher schools of the Siberian Federal District (hereafter SFD). The Scientific-MethodologicalCouncil on Physical Fitness of the Council of Rectors of the Siberian Federal District approved a plan to monitor compliance of SES onphysical education in higher schools of SFD. The plan is for five years (2009-2013) and involves three stages: Stage 1. Monitoring ofteaching physical education courses in the departments of physical education in higher schools of SFD (2008-2009). The number ofstudents, staff, material resources, methodological support, total hours, their distribution on the theoretical, methodological and practicalparts of the course, forms of organization of educational process, forms of control. Stage 2. Monitoring levels of preparedness ofstudents (2010-2011) in physical fitness, theoretical knowledge, involvement in sports and mass work, athletic achievement, etc. Stage3. Development of methodological recommendations for improving the training process in the departments of physical education inhigher schools of SFD (2012-2013). The Council was given the results of monitoring in seven regions of SFD: Krasnoyarsk Krai,Novosibirsk Region, Republic of Buryatia, Republic of Khakassia, Tomsk Region, Omsk Region, Kemerovo Region. The monitoringresults of 46 universities were analysed, including 39 state institutions (28 - of the Federal Agency for Education, 11 - of otherministries and agencies) and 7 non-state ones. The monitored higher schools had 162 000 students, including 8 700 (5,3%) studying inprivate universities. The material provision of sport and recreation activities on the whole is satisfactory, but the main sports facilitieswere built more than 15 years ago, the renovation of sports facilities practically does not occur. Private universities are of specificconcern: sports and sports facilities are absent or very poorly represented, there is no qualified staff, students, physical educationincludes only the practical part, which does not comply with the State Educational Standards. It is predictable that only 50% of thestudents showed good and excellent results of physical fitness; this figure has slightly decreased in recent years. The same low level ofinvolvement of students in extracurricular forms of mass sports work can be observed. Physical education is a key component of ahealthy lifestyle. With the negative trends in young peoples health it is important to pay more attention to the development of physicaleducation in higher schools, improving the material base and methodological support of the educational process.
