Activity of American welfare funds in Russia
Research of theproblem of activity of foreign welfare funds of Russia represents considerable theoretical and practical interest. This interest isconnected with the fact that for many years of work in Russia much has been done by these funds. Charity is a part of a corporate policyin relation to the society, and Americans had big interests in their advancement to life of the Russian society. American funds arecreated when states have finished the policy of evolutionism. A part of the policy of corporations and their first contacts date charityback to the first half of the 19th century, but with the coming to power of Bolsheviks these contacts were interrupted. I consider it worthof noticing that with the collapse of the USSR favourable conditions for the return of these funds to Russia were created, it was notinterfered by policies, which the new power generated. During this period of time there was a system crisis, and Russian education andscience needed help. In the given article the review of the basic most significant funds supporting the Russian science and education isgiven: Andrew Carnegie, Douglas MacArthur, Henry Ford, Bill Gates, George Soros. The activity of these funds is not reflected in theRussian historiography. All these funds aspired to help deepening of scientific knowledge and development of creative potential of theperson. The peak of the activity of these funds is 1990-1995. Unfortunately, later there was a recession of the funds' activity in Russiasince they did not reach the sphere of influence of the American society and achievement of the American values. Moreover, theRussian Federation itself started to give money for science and did not need the activity of the funds. The objective estimation of thesefunds is that the government gave only 92 billion roubles for federal programs since 1990-1995. 80% of the money was spent onscience, while 16% - on the funds and the state. You are to decide whether it is much or little. The aim to learn about the activity offoreign welfare funds of Russia has been reached. It is possible to tell that all of them had and have pluses and minuses. But the mostimportant thing is that the outcomes of their activity are still evident. Many funds have helped the poor and needing, universities have letout generations of high quality experts, and libraries promoted self-education and education.
