Monitoring of measuring interaction of universities and schools to improve quality of education in the region

The article deals with the quality managementeducation through the organization of monitoring of measuring the interaction of universities and schools in Tomsk region. The authorpresents a developed monitoring system of the program "Use of interaction potential of universities and schools to improve the qualityof education and development of Open Space in the region", developed at the Department of Psychology, Tomsk State University. Theprogram aims to achieve deep qualitative changes in the regional education system with a common focus on the transformation ofeducation into the real resource of innovation development of Tomsk region. The components that make up the quality of the results ofinteraction between universities and schools include development and implementation of innovative projects, organizing educationalevents, formation of the bank of innovative development, development and implementation of online educational programs,development of regional networking projects, professional education in educational institutions, and transition to the status ofautonomous institutions, reforming the compensation system of employees of educational institutions, certification of teachers andmanagers of educational institutions, development of system to improve management skills of general education representatives. Thispaper describes the possibility of control as a key feature of quality management, monitoring is seen in education as a system whosemain components are monitoring, diagnosis, prognosis and correction of the quality of the interaction potential of universities andschools. A special place in the work on methods and evaluation of changes in educational institution belongs to registration, payment,and expertise. Based on the analysis of regional policy in the field of education quality assessment the possible objects of monitoring,the principles of its organization and stages are identified and described. The article concludes that the system of monitoring indicatorsis primarily a management tool for the management of universities and schools.
