Manifestation and negotiation of management problems of network educational programs development and implementation(based on SEC Institute for Innovation in Education, TSU)

The paper presents the experience of management of developmentand implementation of a network educational program "Pedagogy of Educational Environment", which allows defining and justifyingthe difficulties in managing such programs: undeveloped mechanisms of network programs management, co-organisation of subjects,building arrangements at all stages of development, coordination of interests, since it is necessary for the formation and emergence of anew subject of education, which can be defined as a team, initiative group, community. The main difficulties in managing thedevelopment of network educational programs are identified and analysed. They include co-organisation of educational institutionsrepresentatives, time spent, complexity in determining the status of intellectual property of such programs. The problem also is theundeveloped conditions of network educational programs management, the understanding of the nature and content of programs bydifferent developers. The main point when designing network educational programs is co-organisation of representatives of variouseducational institutions. Therefore, in the development and implementation of network programs the problem of co-organisation isprimarily solved. The author summarizes the ideas about overcoming the difficulties associated with the formation of a new subject ofmanagement, overcoming the limitations. Particular attention is paid to the need in the development and implementation of networkprograms to solve the problem of formation of a group of program developers and give them functions of network educational programsmanagement. It is significant that network interaction forms the community of innovation education participants, as network interactionis available for those who position themselves as the subject of educational change.
